More than a century ago, the foundation of our republic was forged not by the privileged few, but by the collective courage of ordinary citizens. When Andrés Bonifacio and the Katipuneros tore their cédulas in the historic Cry of Pugad Lawin, they rejected systemic subjugation and affirmed that sovereignty resides in the collective will of the people. The Katipunan was not merely an armed movement; it was an organized fraternity of mutual aid (damayan), bound by the moral imperatives of Emilio Jacinto’s Kartilya, where human dignity, shared resources, and the defense of the vulnerable formed the bedrock of true nationhood.
Today, as our country confronts rapid geopolitical shifts, persistent inflation, supply chain vulnerabilities, and the ongoing struggle for inclusive progress, the Coop Chamber asserts that the spirit of our heroes lives on in the daily toil, resilience, and solidarity of the Filipino working class.

Our fisherfolk navigating the West Philippine Sea and our farmers tilling the countryside are our frontline defenders. Yet, they remain among the most economically vulnerable. A nation that cannot secure its own food supply and protect its local producers cannot claim genuine independence.
- The Dignity of Labor and Public Mobility
Transport workers, public utility operators, micro-entrepreneurs, healthcare workers, and Overseas Filipino Workers (OFWs) sustain the lifeblood of our economy. Heroism must never be an excuse to romanticize precarious labor. Our economic system must guarantee fair returns, just transitions, and comprehensive social safety nets for those who move our society forward.
- Countering Economic Concentration Through Democracy
Political liberty without economic democracy remains hollow. When wealth and market power are concentrated in monopolistic structures, ordinary citizens are relegated to passive consumers. Cooperatives serve as the vital counterweight, ensuring wealth is democratized, retained locally, and reinvested in human potential.

- Institutionalize Agrarian and Aquatic Cooperativism for Food Sovereignty
We respectfully urge the government and the private sector to further enhance its investment in agricultural development, agrarian reform, and fishery cooperatives. It is vital that there is a focus on establishing direct market connections, improving shared post-harvest infrastructure, and developing cooperative-led cold-chain facilities. By doing so, we can empower producers to operate independently from predatory intermediaries and mitigate the impacts of fluctuating farmgate prices. This support will foster a more sustainable and equitable agricultural sector.
- Guarantee a Just, Inclusive, and Cooperative-Led Transport Modernization
We affirm that public utility modernization must center on the welfare of transport workers through modernized transport service cooperatives. Modernization must be developmental rather than punitive, providing accessible capital financing, equitable route rationalization, and genuine operational autonomy to existing operators and drivers organized into cooperatives. Ulitimately, a modern public transport system benefits both commuters and the general public.
- Defend the Legislative and Fiscal Integrity of the Cooperative Charter
We call on lawmakers and national regulatory agencies to acknowledge and uphold the unique, non-profit nature of cooperatives, as outlined in Republic Act No. 9520 (The Philippine Cooperative Code). Cooperative capital consists of the pooled savings of ordinary citizens, and protecting its tax exemptions and regulatory independence is crucial for grassroots poverty alleviation.
Additionally, it is essential to maintain the cooperative identity and prevent corporate practices, such as share voting, from infiltrating cooperatives. Ultimately, the focus of cooperatives should be on service, equality, and their social impact on members and communities, rather than profit.
- Uphold Uncompromising Ethical Governance and Inclusivity
Within our own movement, we reaffirm our adherence to the highest standards of fiduciary honor (puri at panunumpa). We commit to empowering youth, women, and marginalized sectors within our governance boards, ensuring that every cooperative remains an incorruptible instrument of public service over personal gain.
