(Coop Chamber) stands in solemn and spirited solidarity with every Filipino worker, from the bustling urban centers to the farthest reaches of our agricultural lands.

Our history is inseparable. The foundation of the modern labor movement in the Philippines is anchored in the shared journey of self-determination that began in 1902 with the Union Obrera Democratica de Filipinas (UODF). When over 100,000 workers marched to Malacañang on May 1, 1903, they were not merely asking for higher wages; they were demanding the right to be architects of their own economic destiny, a principle that lies at the very heart of the cooperative movement.

This historical synergy was later enshrined in our 1987 Constitution under Article XIII, recognizing that social justice is achieved when the State protects labor while simultaneously promoting cooperatives. For over a century, we have proven that when laborers organize into cooperatives, they transcend the status of ’employee’ to become ‘owner,’ effectively merging labor and capital into a singular force for national development.

Today, the relevance of this partnership is more acute than ever. As we navigate a post-pandemic world, economic volatility, and the shift toward digital labor, the cooperative model remains the most viable sanctuary for the Filipino worker. We believe that a worker who is also an owner is the most resilient economic unit in modern society.

“Labor is not merely a factor of production; it is the living soul of our national economy. By embedding the cooperative model into the labor sector, we elevate workers from being mere wage-earners to becoming architects of their own destiny. Our cooperatives demonstrate that social justice and economic viability are not opposing forces, but the twin pillars upon which a stable and resilient nation must stand.”

– NOEL D. RABOY, Chairperson of the Board

The Coop Chamber commits to fostering a diplomatic and constructive partnership with the State, the private sector, and labor organizations. We call for a renewed focus on “Labor Service Cooperatives” that are grounded in genuine ownership and strict adherence to workers’ rights, ensuring that the movement remains a bastion of fair play and security of tenure.

We assert that the cooperative model is the most feasible vehicle for achieving a true ‘living wage.’ By pooling resources, workers can navigate the complexities of supply chains and manage their own social protections. Our unity is our capital. When labor unions and

cooperatives work in tandem, we create a safety net that no single government policy or private corporation can provide alone.

“The synergy between labor and cooperatives is the ‘Third Way’ for the Philippine economy. It is a partnership that transcends the traditional divide between employer and employee. As we commemorate this day, let us vow to build more worker-owned enterprises where the right to work is protected as fiercely as the right to share in the harvest of that work.”

– EDWIN A.
